Hover effect with CSS and JS

Hyperplexed channel on YouTube has published an interesting evaluation and code sample of a really neat hover highilght effect for web content.

The full effect is best viewable when using a mouse or other pointing device, on touch interfaces the effect seems to gracefully degrade to just react to the touch event, and not drag event (this can probably be tweaked further).
